The discussion applies in particular to the local development agency of the city of Rivera (ADR), located in the northeast of the country. A descriptive, mixed, bibliographic, documentary investigation was carried out with primary data collection to internal and external references to ADR. The results show that the coexistence of both institutions has been difficult, without defining clear roles. Promoting dialogue to define the role of each seems to be the great challenge facing the sustainability of the agency TI - Development Agencies and Local Governments?Coexistence within the Same Territory UR - http://doi.org/10.3390/socsci11090398 A1 - Garat de Marin, Mirtha Silvana A1 - Soriano Flores, Emmanuel A1 - Rodríguez Velasco, Carmen Lilí A1 - Silva Alvarado, Eduardo A1 - Calderón Iglesias, Rubén A1 - Álvarez, Roberto Marcelo A1 - Gracia Villar, Santos ER -
